Sedgely Road Aquarium near Dudley has Bactinet - I used it a few months ago after a suspected filter problem caused a massive algae bloom overnight, I'm not sure if that's what made the difference but the tank was clear within a few hours of putting it in.

Sorry perhaps I mislead a little on the water change bit - yes we normally do a 25% water change weekly, but left it a bit longer after the initial problems as we wanted to try and make sure the tank conditions were stable and we weren't just going to kill off the remaining fish by repeating...
