dose it matter what fish you have in your tank when you do water changes?

hello i was just wondering how many times a week you have to do a water change in a 4 foot x2footx2foot tank? because my friend says he needs to do a 10% water change evrey day. dose it matter what fish you have in your tank when you do water changes? thanks midget
