Let us know how the LEDs go. Otherwise I would return the tank and get one with lighting that works.    However, if you just want the lights for viewing purposes the LEDs should work fine. 

Definitely don't get an algae eater, most probably couldn't fit well fully grown in that tank.   If you are just looking for suggestions and don't have any particular preferences or restrictions, I would say that a school of cardinal tetras could look quite nice in a smaller tank like that. 

I would say that two is probably a bit overkill but on a tank that big, especially with the huge outlets, you'll have no issue with high flow rates.
