Am having a bit of trouble getting the ammonia level down to 0 in my big tank. Have tried water changes, introducing bacteria cultures, etc - been running for 5 weeks on 2 filters and still ammonia is at0.8. Any advice? :(

Try to perk her up by feeding bbs or live bloodworm - but I agree with the comments about the stress probably being at the root of the problem. If she's gonna go, she'll go soon. :-(
Platties are really friendly - they don't mind who they live with (as long as they don't get eaten). My brother has a tank full (literally) and they just keep breeding!!

If you've used old tank water (mixed with fresh) and transferred the media from your filters you should be fine to add the O's. Only normally wait a day or so - never lost a fish to new tank syndrome yet.
I think you'll need an additional filter - get an eheim external - professional or classic should do it and run both filters together - O's are messy eaters. I wouldn't get anything else for a 4' tank - just the O.
BTW - the fish the others mentioned are readily available in the UK - but I...
BTW you do realise that the Cardinal tetra's like acid water - whereas your water seems pretty alkaline - which would suit the guppies. Have you had any outbreaks of whitespot? It doesn't always show up on guppies.
Use pea sized gravel - you can get it in virtually any colour - with some larger pebbles (again whatever colour) and some nice rocks and bogwood.
