Yellowtailed Damsels Acting Funny

Hey guys, had a question - I have a 30 gallon hex with about 10 lbs of live rock, a 3 stripped, devil blue. and 2 yellow tail damsels. I also have a CC star and 4 blue legged hermit crabs, and an assortment of snails. I recently did a water changed, and added a power head to my tank. Now I have a penguin 170 biowheel and a maxi-jet 400 power head...The Blue and 3 stripped damsel seem fine and like the added circulation, but the yellow tails haven't left the top of the tank and they don't move..Yes they're still alive as I just checked, but they don't move out to eat until the food gets near them and never leave the top of the tank near all the equipment...You could almost poke them and they don't get startled. Is there something wrong with them or my tank??? I checked the water with my testers and everything is normal like it always is, and every other creature in the tank is doing well. Also I do not have a quarantine tank for them...
