Would Keeping Nitrite Levels Lower Help During Fishless Cycle?

Its just a thought of mine whilst I am cycling my tanks. I realise that we aim to keep ammonia levels around 3ppm during a fishless cycle and if ammonia levels are too high it can attract the wrong type of bacteria and stall a cycle.  Is the same not true of nitrites?  Would it be better to be doing partial water changes once the level exceeds 5ppm to reduce the ppm down to <5ppm?
