White Fuzzy Patches on surface of tank water?!

Hey everyone. I'm having an issue with my fish tank..
I recently noticed a white cloudy/fuzzy layer forming at the top of my tank water, on the surface and on the glass. It doesn't seem to be attached to any decor, mostly just the glass and water surface. I've actually been able to scoop it out with a net, it seems to break up in smaller chunks when the surface is agitated. I thought it might be biofilm, but it's patchy and looks fuzzy/cloudy; not oily.

I have a 10 gallon tank with one half moon double tail Betta. Aqueon filter with a sponge in front to slow current, heater and thermometer set and reading at 80°F. Ammonia, nitrites, and nitrates are all reading at 0 with the API master test kit.
I do 30% water changes weekly with a gravel vac/siphon.

I've been keeping betta fish for about 5-6 years now. Last year I had to re-cycle my tank and got this guy in December, him and the tank have been fine since so I'm not sure what this is or what's causing it.
Could it be mold?! I don't want him getting sick!!! Please help, any insight would be greatly appreciated!

Its bubbles. Certain water conditioners do that, as well as betta bubble nests
