When Using "inch Per Gallon" Rule, Do You Count Frogs And Sh

Does the inch of fish per gallon rule include African Dwarf Frogs and Ghost Shrimp? How should I count my shrimp and frogs when considering adding more fish to my 20 Gallon Community Tank?
