I've had this java fern for about two months now. It showed up with these on it. I figured maybe it was a type of snail with algae on it. I know most snail eggs are in massive clumps, but Nerites lay individual ones like this, right? But two months later, they are still there, untouched and unchanged. I have seen some green-colored copepods in one of my tanks recently (which I quickly grabbed a turkey baster and moved them to the fry tank for free food) but not in this tank.

What is on my Java fern leaf?

I guess the picture still isn't as clear as I'd like, so I'll describe them too. They are little small masses, about the size of baby pond snails, or their eggs. But they are covered in a fuzzy green, perhaps algae. Or maybe the entire mass itself is algae. Maybe it's the start of marimo balls! Okay maybe not, but it IS small and green and kinda "fuzzy".
 
My nerites lay white eggs all over the place.they will never hatch though as conditions have to be altered.ie brackish.really not sure what that is.
 
IF these were nerite eggs, wouldn't they be gone by now? Decay, eaten by fish, etc.? I'm pretty sure they're no longer viable after 2 months.
 
That is most probably part of the leaf.  I do not know if this has a botanical name/term, but I see it on some leaves.  I would call it "crinkly."  You can see it on the leaf in the back of the attached photo (not mine).

It looks like some kind of Algae to me. But can't be certain on that 
 
That's what I meant.nerites do lay individual eggs but they are white.so your pic isn't nerite eggs.
 
nerite snail eggs are white. My tank is covered in them. The fish won't eat them - at least they never have in my tank
 
If you look at the rock in this photo you can see all the nerite snail eggs all over it.

I agree that it looks like some kind of algae though

It is difficult to assess things from photos, but you could try something that might clue us in more.  Run your finger, and your finger nail, over this leaf and see if anything comes off, or if bits of the leaf come off.
