I have had these two rams for 3 months now but for the past 3 weeks they've had this on them

it hasn't effected their behavior and are still eating.
its only visible at certain angles
and its not there all the time... by that i mean it will disappear and then a couple days later it will be further back or something
 
is it their slime coat? or am worrying for no reason? 
 
Just keep observing because it might be a bacterial infection....
 
Can you see it progressing at all?  If they've had it for 3 weeks, it's probably nothing serious.  As Derp said, it could be a bacterial infection but my guess is it's fine.
 
its definitely not progressing, it seems to come and go, the GBRs are going to go into their own tank once its cycled along with the cardinals and ill carry on monitoring them  
 
Its a fungal infection which is a secondary infection with an underlying cause.
 
Most likely Hole in the Head Disease! Google it, needs a very specific treatment if it is and you'll need to take a very good look at your water quality and the fish's diet as they are likely causes.

thanks for the info but i dont think it is that, just had a look at the symptoms etc and it doesn't add up.
water quality wise i tested it a couple days ago and ammonia, nitrite, nitrate are at 0 and the pH 7.4.
food wise i give them flakes, frozen blood worm and daphinia.
what ill do though is take out the carbon sponge as that is what causes HIHD according to the posts about it.
