What is this? Ammonia, bacteria, or just specks?

I was looking at my fish tank when I noticed white tiny specks floating around in the water. What is that? Here is a picture, although you need to look really close cause the camera couldn't focus:

You can't see ammonia any more than you can see a spoonful of salt dissolved in a glass of water.
Bacteria are too small to see with the naked eye. The only reason a bacterial bloom makes the tank water look cloudy is that there are just so many of them.

That leaves specks. The substrate looks very fine and the same colour as the specks - is it tiny bits of substrate?
