Urgent Need Advice Possible Dying Fish

Can someone help I really dont know what to do.

I just found one of my german rams dead, and i have another which is looking really sick he is very lifeless and breathing heavily, panting! and he seems disorientated.

Is he dying too? if so what should i do? Im not sure if he is suffering should i leave him?

Just cheked water and PH and nitrates are fine!?

Need full water stats, any signs of flicking and rubbing against objects, has the belly swollen up.
