No, I would not do that.

Tiger barbs should be kept in groups of 8-10 at least(6 bare minimum!), as they are aggressive little guys, that require a bigger tank. More like 20 gallons I would say would be safe.

i've had tiger barbs in a 20L before, but they're much more suited for a 30L. No way in a 10

edit- that L means Long as in 20 gallon long, not liters
