Tank Recommendations For A Planted Tank?

So I've been having a lot of problems keeping plants as I didn't know much about lighting specifically and I still don't know much. I'm not one for DIY or spending a lot of money. :L

I'm trying to find a tank that has lighting around medium lighting between 30L-40L. Is there such thing? I've been searching for a while now and I've noticed there aren't any tanks with high lighting so I'm trying to get medium instead.

The best I have come across are:

I like this one because of it's wet/dry filter which saves space. Though I looked today at my LFS and I could only see 1x11W light, not 2x11W lights. It was the pro but I don't see why they'd remove this. Well still, I'm believing there are 2 lights regardless of what I saw. It had a cover over a part so it's a mystery.

This I don't like as much but if it's better, I'll be happy with it.

So are either of these considered medium lighting?

With the Aqua Start, I just noticed that you can buy bulbs that are 11w but are mixed e.g. sunlight and tropical or sunlight and marine blue. They are like a twin bulb. Is this where the confusion is coming from?

I'm getting rid of a 35L arc tank soon with DIY LED lighting over it if your interested, if your looking for one quick then look up the ARC35 might be a good choice for you.

Oh I've seen your custom work, looks really nice. Unfortunately I won't be purchasing till April. Or failing that, September.

I thought the Arc 35L only had 11w? And the vio being 5L smaller in volume has 15w. Am I missing something? I'm quite unsure with the whole lighting part of the planted tank.
