Tank Cycled - Which Fish?

My friend has recently cycled his 15ltr tiny aquarium, and was wondering which fish would most suit his set up?

-Live plants
-Gravel substrate
-Bog wood

Bearing in mind the size of the tank, small fish would be ideal.

Considering this would be his first stocking, relatively hardy fish would also be needed.

I was thinking something along the lines of a small group of black phantom tetras, but he wants colour. Plus, I'm not really any where near expert enough to know about sizing.

Can anybody think of some fish for this relatively stubborn, fussy bloke?

Is it best to keep scarlet badis in pairs? I agree, gorgeous fish.

Any other suggestions?
 
A lot of the smaller species are shoaling fish and the minimum recommended group would over stock such a small tank

Hows about a male betta and a few shrimp

When it comes to tiny fish, I favor Heterandria formosa. This is one of my females at about 2.5 cm moving along in front of a pygmy cory.

The males are even smaller than the female and often are much less than 3/4 inch long, about 2cm. One of my males.
