T5 Lighting... Please Advise....

I was given this dual T5 lighting by my son.... In transit... the one tube was broken... now... the light will not come on when I switch it on... it comes on for a second or 2.... then goes off.... is it essential to have both tubes in for it to work??.... or.. should it work with only one tube???....

 
I think, normally these types of fittings require both T5 bulbs to enable it to work.
 
I know Juwel light units need both bulbs, looking at the bulb on the right hand side I can see a black ring, this is usually a sign that the bulb has gone, this could be why its not staying on if the bulbs do work independently. 
 
Depends on how the ballast is wired, but yes, a lot of them need 2 bulbs in situ to fire.
