If it's a real youngster don't worry too much. I have two baby petricolas that have been doing that on and off since I got them home yesterday. Unlike adults they take a little longer to settle down and relax. Just keep and eye on it, keep the water clean and make sure there's nothing to stress it.
Another reason may be the size of the tank! Alot of my synos went mental when they found out they had a bigger home to explore and didn't hide up at all for days. Now they've settled down they're acting what would be considered normal. So saying I was fascinated by my Eupterus group who moved to the 100g today. They moved around in a very shoal like manner....actually more like a pod....like dolphins do. They are truly like a big family group although non spawn currently or, to my knowledge, have tried. You can see the hierarchy system in place, which they didn't lose on the move and have actually been welcoming towards the few others that joined them from elsewhere in my house.
Hugs,
P.
