Stocking A 10 Gallon - Ca/sa Style

If I can get the go ahead from my mum after Christmas I should be setting up my 10 Gallon (18x12x12") Central/South American style. I know this size tank is somewhat small but I think with the right fish it'll look great. I want fish with personality, so no shoal of neons or cardinals. Although maybe include a small tetra shoal to add some movement. Any stocking ideas are greatly appreciated. Just remember Central/South America only!

I'd suggest a pair any of the following:
Gold Ram
Electric Blue Ram
German Blue Ram
Bolivian Ram
Cockatoo Cichlid
Apistogramma hongsloi
Agazzisi Apisto (or any other apisto)
Dwarf Checkerboard Cichlid
Dwarf Flag Acara
Red Breasted Acara...

So I had always heard a min. 20 gallon for the dwarf cichlid pairs. Any thoughts on this? Just wondering what your thinking is around this.
P.S. Not trying to provoke just interested in your reasoning.

An apistogramma's general territory is 30x30cm (12"x12")

Aslong as the tank is tall enough, and has a footprint bigger than 12"x12", which this one does at 18"x12" then an apistogramma pair will be fine.

Rams will be about the same, I don't know about Acara.
