Stacking Rocks

Almost every where I look online it's suggested that rocks should be stacked high. But as far as I can see all the cave dwellers swim in the bottom half of the tank. So why stack high?

It makes hiding spaces/territory for the less dominant fish, as the lower caves are more desirable.

What your saying is in time the weaker fish will make the higher spots their home?
