The odd numbers is purely for aesthetic reasons; odd numbers look more natural to the human eye than even although, of course, once you get over the dozen mark, you're not going to notice that much.

9 - 11 of a decently sized shoaling fish approx. 6cm max [Rummynose/Cardinal/Rathbun's Bloodfin]
