yes you have plenty of room IMO

Id avoid the serpae's as they are one of the nippy tetras and would annoy the gourami. 6-8 harlequins would be great. If you want to add shrimp you could get some fan shrimp also sold as wood shrimp and bamboo shrimp, they get 3 inches + so shouldn't get eaten by the rams.

thanks for that guys no my 10 gal is the tetra tank was thinking of about 10 harlequins a nice big shoal never considered shrimp so might just have a read up later will let you know what i decide cheers again for that
