How recently set up? Is your tank cycled?
were gonna need the basic water parameters, Ammonia, Nitrite, Nitrate and PH at least.

How long has his skin looked liked this?
I'm no expert but I would try and keep your water quality as best you can and definatly use some melafix in this situation. It Should for sure help with the peeling and repair the slime coat aswell as help repair his damaged fins(if I observed that picture correctly).

By "Bio Treatment" did you mean you added some type of Bacteria in a bottle kind of thing to jump start your filter? These are generally not very reliable, and should defenetly not be your only source of beneficial bacteria.
