Sick Fish

ok so i have yet again another problem i came home today to find one of my fish dead in the tank and it turnt white i dont understand what im doing wrong!! im putting half a cap of bacter life into the tank weekly as advised by the pet store to get the right amount of bacteria in the tank. one of my neons also died last week one has a swollen black eye and anothers tail is not looking to good do i need to start again it's very frustrating that they all keep getting sick but then i am new to tropical fish
