Sick Betta?

(I joined today, so I don't know much yet) I currently have a red veiltail male betta I bought from Petsmart. I had it for 3 months but today I noticed that it sorta tilts sideways to the right and swims backwards. It also flaps its fins moderately fast but is pretty slower at swimming than last time. Water ph was tested good, so help please?

Ok, since your a beginner, bear with me. You'll need to answer a lot of questions before we can get a proper diagnosis. Here we go:

1) Is he in a tank or a bowl?
2) Is the tank cycled?
3) Is the tank heated?
4) Do you have a liquid testing kit?
5) Are there any other fish or invertebrates in the tank with him?
 
He's in a 3 gallon circular tank. The water was cycled for my 2 guppies that I kept for 1 and a half years that then died. The tank is filtered and I don't really have what people call a testing kit but more like a tool to measure ph and it's at 7.6. I don't currently have a heater until I improve my grades but the water usually stays at around 74 to 79 fahrenheit. (My ghost shrimp was 4 months old then died 3 weeks ago)

Ok, well you're going to need to get an API Liquid Freshwater Testing Kit. Ph has nothing to do with illness.
You need to check the ammonia, nitrite, and nitrate.

Do you even know what cycling is?
 
It's when you put in some sorta filtering chemicals in the tank them leave it going so that the tank gets supposedly "cycled"
