Sharks Torn Fins

I have two silver sharks, one of them has tears in all of its fins apart from the tail, the other shark does seem to bully this shark, could the tears be from fighting or is it more likely to be a desease? if so how can I treat it. Also this shark has a small smooth white spot by its mouth, could this be connected?

Need to no size of tank in gallons or litres, water stats in ammonia,nitrite,nitrate,and ph, how many fish and which type.
The white spot of the lip is it fluffy looking ,or has a red circling around the eges or a red centre, white spots on the mouth is mouth fungus columnaris.
