Shallow Water

I am contemplating getting a new tank made that would be 8"deepx36"x12" (5g or so). Yes really shallow but pretty long for a small tank. I am wondering what kind of fish would like it in a shallow environment like this. Obviously bottom dwellers (ie bristle nose plecos) but would a small school of neon tetras or maybe guppies like this tank?
 
I currently only have one poor lonely neon but I will probably want a dozen or so. I guess the sqaure inches of water surface rule would not work with this tank because there is very little water volume compared to the surface area. I think I will plant a fair few short plants like hair grass etc. so the little fishies will have somewhere to hide.
 
Would platys be appropriate? They seem to be pretty hardy and since it is going to be such a small tank it is more likely to fluctuate in all the levels. I have 10 at the moment and do quite like them.
