Not quite true. There is a very famous crab-eating frog in Southeast Asia that lives in mangroves. It is known as Rana cancrivora, and is much studied by physiologists because of its ability to live in fresh, brackish, and salt water. The frogs themselves prefer 50% seawater over either fresh or salt water, but the tadpoles can live in seawater just fine. Apparently they use a similar osmoregulatory system to sharks rather than bony fish.
