Is sand better for Freshwater tanks than gravel???

I am planning on re-decorating my tank and should get the bottom sorted out 1st

Can i remove the old gravel and put new stuff down with my fish still in the tank? (Stupid question maybe)
 
Sand def looks better than gravel in my opinion, I have just converted my coldwater tank to sand and it looks great. I bagged the fish up when switching to make it easier then just pu them back in after.

Use play sand which you'll get at any garden centre but wash it VERY WELL as its very dusty. Your tank will cloud up for a little while no matter how well you wash it but it clears in a few days tops.

Will it discolour with algae or will it stay looking good? white sand look tacky with driftwood and silk plants.

I was going to get some white sand, driftwood, silk plants & big and small pebbles - would this look tacky - (I don't mind you being honest)
