Reducing Aquarium Lighting

So I'm maintaining a 20 gallon long aquarium with some java moss & anubias. I have 48w of T5 HO lighting above my aquarium and its just way too much. I'd like to reduce this but I can't take 1 of the bulbs out of the ballast ( water splashes from the surface up into the lighting area ). How would you guys go about reducing the lighting?

Personally, I'd add some floating plants.
