NO!. you might injure a fish of worse break the tank, the only thing i would say is if you was going to do it take all the fish, electrical stuff, plants in that order. (Put fish in another tank that you have set up at least 2 weeks before hand with filter, if you aint got a tank a bucket will do with an air stone in.)
Then take the water out but DON'T get rid of it try and save as much as you can to put back in when you refill, if you have a box filter put it in a bucket with the tank water to save vital bacteria. And take the gravel out but don't wash the tank or anything else, in order to save the bacteria.
When you have put the sand in let it settle for a couple of hours then star adding the stuff you have taken out back where it came from (if that's what you're planning) in order for the fish to feel at home.
