problem with new tank

I have a new 4x2x2 tank.
I have now filled it 3 times and each time the water has gone very cloudy and smelly (a kind of sour smell) and will not clear.
All I have in the tank is undergravel filter run by 2 power heads some 2 x heaters, some First layer Pure Laterite covered by normal gravel, some slate and a large bit of wood. No plants of fish in tank. Does anybody know what it is and how I stop it?

(Could it be the piece of wood as it was not from a shop or could it be Pure laterite)?
 
I not sure, but the slate and wood that is sitting on the gravel could be causing aerobic bacteria to form. try looking under the pieces of wood and see if the gravel is discolored in any way :/
Also, do you have w ell, or town water? if you have town water, you may have to buy dechlorinater .
As for any chemical problems with the wood, you got me there :blink:
