Pregnant tetra or bloat?

Hi, Iā€™m looking after my cousins fish. He has some guppies and two tetras.
I noticed one of them has a very distended belly and wondering if itā€™s pregnant or bloated? If the latter, how can I get itā€™s stomach down. He feeds tropical flake food.
In photos is the size difference between the two.

From what I know tetras donā€™t get pregnant. That looks like some serious bloat, whenever I get bloat in fish I feed them deshelled boiled peas
 
Neon Tetras are indeed egg layers. The femaleā€™s belly will get swollen when full of eggs. A male will stimulate her to lay the eggs and will then fertilize them. Are her scales sticking up like pine cones or laying flat? If laying flat then she may be fulll of eggs.
 
Fish on left is female, fish on right is male, therefore they are supposed to be a different shape. I agree with Deanasue that the female is full of eggs
