Possible Disease In 55 Gallon

I have had my 55 gallon tank established for a few months now. A week ago I added some neon tetras w/o quarantining them first. 6 out of the 12 were either eaten by angels or died. If they did die, I am unable to locate them among the driftwood and plants. Around the same time I had 1 of my 4 angelfish pass away. I did not think anything of this because the fish store I bought this one specimen from had approximately 75% of the batch die in the store.

Today, 1 of my remaining 3 angels, a blushing gold, is not acting right. The area around his head is turning brownish... There is also some of this same coloration happening around his pectoral fin... When I got home from work he did not eat with the other two, (calico kois a couple months older). The kois have been in the tank longer however the gold has grown to be just as aggressive as them, which is why this behavior today is strange. Is this a disease or fungus? Thanks for your assistance.

Oh, also one other happening today, my wife informed me the 2 kois were locking lips and seemed to be fighting... They are not cleaning any areas though and although just about full-grown I think they're too young to breed? Not sure though, any help would be much appreciated!
