Would I be able to grow plants such as dwarf hair grass and normal hair grass in a par of just over 60 (taken from bottom of tank)

What's a par?

Hair grass is a marsh plant that normally rots when kept underwater.

PAR stands for photosynthetic active radiation. It is a measure of the amount of light usable by plants. Rather than just the watts or lumens of a particular light source, PAR takes into account the wavelength as well as the 'brightness'
