Plant Suggestions ?

I'm looking for some suggestions on what to do with my tank regarding the plants. First of all, the tank is 30 litres, so I think about 7 gallons. There is 11w (1.5wpg?) over it, though I am thinking if it may be possible to get an 18w (2.5wpg?) bulb over it. This is providing its no bigger than the current bulb in there and can just plug straight in. Its PL Bulb, TC-L, 11w, 215mm or 8.5".

I've got java ferns in there at the moment and a anubias of some variety. The anubius for reason was doing very well at first when I had first set the tank up (adding them in about 3 weeks in) New leaves appeared and then rot started! I have chopped all appearance of rot away so far, hopefully it recovers.

I'm look at adding some foreground plants in and around the rocks under the wood. Though I am wondering about there being low light? I'd prefer no algae whatsoever in this tank, had it too many times before so want really good growth this time round.

Also, I have put a nutrient substrate under there, and left a bit around the left hand side without it, so create a open space with no plants.

I'd also like to add some moss in there, in and around the rocks and maybe even a moss wall. But again, lighting ?

So im wondering about plants with my current lighting, and if I go the co2 route, upgrade light to 18w and start ferts. I do have on hand a nutrafin co2 unit, so its just a case of if I can upgrade the lighting.

I'd love a carpetting plant! Just that it might just well reach for the light and grow all tall and spindly.

So what you guys think? Here my tank at it stands tonight.
