Hi everyone

I have a 60 litre tank, currently at the tail end of a fishless cycle.
I have black fine gravel plant substrate (was in some sort of liquid enriched with minerals) with larger, rounded black gravel on top.

Currently there are plants in the tank:
Amazon swords
Salvinia (floating)
Java moss (on coconut bridge)
Amazon frogbit (floating)
Cryptocoryne
Some sort of runner, maybe Pennywort
LOTS OF ALGAE!!!

I am oxygenating the water with a spray bar to help the cycle, and adding ammonia to 4ppm.
The plants don't seem to be doing so well, they seem to lose the odd leaf very quickly and the entire stem turns to mush. Is this effects of the ammonia?
I have also found and removed 2 tiny snails, but I am sure there are more. I will be purchasing an assassin snail when the cycle is completed.
I am not using CO2 and don't intend to in this tank. Lighting is just 1 white and 1 blue, came with the tank. Bright though.

Can anyone tell me how to encourage my plants to grow, without using CO2? I've purchased some liquid fertiliser but I'm not sure if I should be adding this until the cycle is complete.

Also, does anyone have any advice on what other plants to purchase? I would like fast growing carpeting plants or grass to complete my aquarium. I don't mind plants that overtake the tank, as I enjoy carrying out tank maintenance.
