AT a last attempt, before completely starting over my 40 gallon, I decided to check my phosphates (in tap water and tank water). My tap content alone was about 4 ppm and my tank reading was off the chart at over 10 ppm.

Could this phosphate problem be the cause of my extreme cloudiness I have had for the past 7 weeks? Aside from using reverse osmosis, what is the best way to treat and prevent phosphate problems in my tank (aside from normal maintenance and not overfeeding)?
