But if you have chlorine in the water, all you need to do is shake the sample bottle vigorously for half an hour before going to the shop and the chlorine will disappear. Doesn't work with chloramine though.

Or add dechlorinator to the water now that I think about it.
 
The scam possibilities are huge, and somewhere along the line there has to be a degree of trust.

Don't forget - the store doesn't want to refund. First, it costs them. Second, there may be other customers when you bring the dead fish in, and that is not a selling point. So a little inconvenience will discourage returns.
