OSCAR PROBLEM!!

my oscar is very un-reactive to anything and isn't eating he simply floats around near the surface untill he gets sucked into the out fall of the filter then he sinks to the bottom and hits off the gravel then flows into the walls. it's like it's dead !!! but it still moves tiny bits every now and then. it's still alive but i fear not for long...... what can i do?? all my other fish are fine. and the PH and Amonia and such is all nutral!! what is wrong ?

Not sounding good need to no water stats in ammonia,nitrite,nitrate,and ph, how many gallons is the tank, what do you feed the fish, is the fish bloated, and what does it look like when the fish goes to the toilet, any scales sticking out like a pinecone.
