?on Starting New Topics

I'm not new but I can't seem to find anyother place to place this, Sorry.
On tropical chit chat and other places I can't start a new topic, I'm not sure what the cause is if anyone could help I'd apprieciate the help. Also I'sm sorry if this was in the wrong area.

Check your e-mail account that you entered when you registered here. There should be a validation e-mail that you need to respond to, sometimes it's in the bulk section.
