Ok I Maybe A Newbie At This

So, I was randomly walking past the tank and noticed all these things on top of the water. At first I thought they were like mosquitoes or gnats but they don't have wings. They move so fast across the water that they look like they are flying. Then after watching the tank for a few mins I noticed things coming off the rock and swimming towards the surface, then they would stick straight up out of the water, almost like miniature worms. THEN I saw what looked like things hatching from larvae almost, WHAT IS GOING ON?!?!?

Maybe some sort of amphipod?

After searching I was thinking that or copepod.
