Odd Plant Growth?

Hello,
 
I am just wondering what is causing my plants to grow like this. Is it to do with lighting or something?
 
It is in a bit of flow from the filter so I thought it may have been pushing it down.
 
The bottom of the pic shows it best.
 
Any help or ideas to what is causing this? My star grass is also doing this.

Flow can push plants and also they'll move to find the best light output.

Ah right so I'll move the filter so it faces the front. The stargrass isn't in the flow nor is it blocked by any light


I also heard if the lighting is too high, some plants may grow lower and more compact. Is that true? And does it apply to rotala and stargrass?
