Nitrite peak at 2.5 or 5.0?

When cycling a tank does the nitrIte level have to reach 5.0 to be peaked or can 2.5 be considered a peak as well? If so, what problems could this cause? Not enough nitrAtes?

Nitrites are the second stage of the nitrogen cycle and nitrates are the third so nitrates would not effect the nitrite level.
The nitrites have peaked when the nitrates have started to rise and the nitrite level has started to fall, this usually happens when the nitrites are at around 5.0ppm.
