I recently purchased a 2nd hand tank and after cleaning it out along with the filter etc is it normal for it to be this cloudy? Thanks

That either looks like sand & sediment making the water look cloudy or it could be a bacterial bloom, am unsure from your photo which it is.

If it’s sand & sediment then this can take anything between a few hours to a few days for that to clear.

If it’s a bacterial bloom, normally a few days to a week for that to clear up.
 
I have got sand in there so hopefully should be this. I have also got a live plant is it best to put it in now or wait for it to clear?
 
Best to wait for it to clear first before adding anything else inside the tank otherwise will simply get covered in sand & sediment.

By "cleaning it out along with the filter" do you mean that you washed the filter? Do you intend on restarting the cycle?
 
Yes it's common for new tanks to go milky cloudy. If it doesn't clear in a few days, just drain the tank and refill it with dechlorinated water.
