New plant and substrate. Water cloudiness: safe to add fish?

So I have decided to dive in to the planted tank world. I added a new substrate that provides nutrients for my new plants. Well the water is cloudy right now. (I did my best to rinse the substrate without agitating it per instructions). I have the filter running and the heater going. I am waiting to put the rest of my old aquarium water back in with my fish. I am just wondering when it would be safe to do so?

Sorry, disregard our conversation before. I have never used this substrate before, it may take a couple days. I plant in gravel and sand and use root taps to feed the plants that absorb what they need with their roots.

I thought about that but I saw a lot of good reviews about using this substrate and decided that might be the way to go since I needed to add more to my tank anyways to plant. Do you think it is safe to add my fish in yet before I add the rest of the water?

Here is it currently. I have him in a spare container from when I got my moss balls to keep in good temp.

I have never used this product so I can not say for sure based on my own experience but doing a short internet search it is rated high for fish and shrimp tanks. Again based on internet reviews I think it would be alright.

Here is an update,
I added my betta in last night when the water was just a little cloudy. I also added a cleaning bacteria to help with his ammonia levels which have been spiking lately and we couldn't figure out why. His water levels tested fantastic. Within 30 minutes, the water was crystal clear. I also added his favorite fake plant back in with the real one because he likes to hide and hang out in the fake one.
Now I am waiting for bubble nests to start appearing to know if he is comfortable or not. He really only makes them if he super happy. Fingers crossed.
