New Fry Tank Question

Does any newly set up tank for fry need cycling? I have set up a 12L for my 9 little fry I found, until they are large enough to put into main tank. The 12L has a small filter and I have added a heater, plus gravel from my tank and filter media...plus if I covered the filter holes with a fine mesh stocking of some sort then that would be ok wouldn't it? The thing is I am a little scared about putting them in there because it's only been running of 24 hours. I do have a liquid test kit so would be very religious to check the parameters.
Can anyone advise?
 
As it is only 12L and you are using it to grow your fry, I would personally just do daily water changes. You won't be loading the filter anyway, so it won't be doing much. Don't put anything else in the tank(no gravel, plants, etc.) and do 50% daily water changes, keeping the tank bottom free from dirt and your fry should do well and grow quickly. By the time they are big enough to load the filter, they will also be too big for the tank!
