New Filter

Hi I need to upgrade my filter, I  have an 8 gall tank and would love one of the hang on filters.
My question how many LPH do I need? I have found one which is 400 L/H is that enough? or too much?

The general rule of thumb I believe is to filter 4x the tank capacity in an hour. [Based on a tank thats not overstocked etc.]
So with you 8 Gal (assuming Imp Gal's just in case) you will need a minimum 160L/Hr filter
 
So yes, 400 L/Hr HOB filter would do the job fine. 'Too much' depends on your fish mainly...
