New Betta Question -- Sick Or Just Weird?

Quick background on myself, I've been keeping bettas for about a year and a half now (started out with two, one has since died but the other is doing quite well). Both of the bettas I've had before were pretty docile, prone to occasional bouts of aggression but not unusually active.

I recently acquired a new double-tail (from Petco... I know, I know). He didn't display any symptoms or unusual behavior during quarantine. Right now he's in a divided ten-gallon (the divider is opaque so he can't see the other fish). Temperature is always between 76 and 78 degrees, I just changed the filter and vacuumed the gravel before adding the new fish, PH is a little over 7.0, nitrate and ammonia levels normal, the tank is cycled, etc. etc. The older fish is acting completely normal and healthy. The new fish developed a little bit of fin rot (I assume due to stress from moving). I figure I'll wait and see if it clears up on its own before trying to medicate.

What I'm worried about is that the new fish is extremely active. He always seems to be moving up and down and will occasionally dart all the way across the tank without warning (with surprising speed, considering his massive tail). When he does dart around, it's almost spastic, and he will curl up in the corner and stay very still. (It's sort of hard to describe -- none of my other fish have done this before.) Is this normal betta behavior or an indication of sickness? He doesn't look like he's trying to scratch himself on anything, though I'm keeping an extremely close eye on him just in case. No white spots, no stress stripe, no redness, nothing to indicate poor health. Does he just have a weird personality or what?
 
when you changed the filter did you transfer over all media from your old cycled filter?
 
Yup, I did. I don't think it's anything particular about the tank, since the other fish is doing well (and he's a sensitive guy, I feel like he would be a good indicator). This morning the new fish is eating really well and acting normal.
 
If there are no other signs of sickness I'm inclined to believe that it's just his personality. He may just be a more high strung fish than you're used to.
I had a betta who, as soon as he saw me would dart to the side of the tank closest to me and flare up.
I currently have a betta who doesn't seem to care when I'm in the room.

But if you're worried about him I would continue to keep an eye on him.
 
How close is he to the outflow from the filter? Some bettas can be really bothered by it while others seem not to mind. That's really the only thing I can think of. My juvenile bettas are pretty active so maybe he's just young and boisterous :)
