Neons With Disappearing Fins

Hey I have 2 neons whose dorsal fins are going bye bye. I just noticed it today, one is just a sliver and the other's is almost gone! The stocking is 5 von rio tetras, 5 neon tetras, 4 corys, one dojo loach and one dwarf gourami. The neons I have had for over a year and the other 3 look fine. The other issue is one of the corys has ripped up fins but he was alone for a while and now that he is with friends his fins show definite improvement. I tested the water and its 6.4pH, 0 ammonia, 0 nitrites, and 40ppm of nitrates. I do 20% WC weekly with half R/O water and half conditioned tap water. (My tap water is 8.0pH that's why I mix with R/O. Up until a couple weeks ago I was only using R/O water. Does anyone know why my neons are losing their fins?
