Hello gang,
I have a neon tetra that has some form of white fungal bacterium growing on its dorsal fin. Would anyone be able to provide a proper diagnosis so that I could proceed to properly treat it? Perhaps it is ich? It doesn't present itself as absolute white granules though (based on searches), especially the one closest to its body.

Its colours seem off and is half asleep as it was 1 AM when I turned on the lights to take these; usually displays more vivid colours. I can try snap better ones in the morning if needed.
Help very much appreciated.
 
I would say its ick I would quarantine him immediately the ick looks as though it is going to go into its free swimming stage soon
 
Looks like some kind of fungus / fin rot from what I can tell by looking at the pics.  (I agree it's colours look washed out)  It's only at the top of it's dorsal fin right? (I think I can see only 2 white cottony blobs)  Does it look like grains of salt to you? (ich does)  Or more like some fluffy cottony growth?
 
If it was my fish I'd try him on a mild anti-fungal (probably some pimafix because I've got a bottle of that "in stock")

Yes, it looks fungal to me. If you're not sure if it's ich or not, it usually isn't; ich is instantly recognisable.
 
Treat with an anti-fungal to start with, and if that fails, then move onto an anti-bacterial.
 
If it was ich, you wouldn't want to isolate the fish, you'd need to treat the whole tank. In this case, a hospital tank would be best, if one's available, although I'd pick another neon from the shoal to keep the sick one company. If the fish is stressed from being alone, it'll be harder to cure it.

It's a conundrum because the 1st growth seems like the latter 'cottony' growth yet the subsequent growth at the tip of dorsal fin looks like ich. This is the only neon out of 5 inhabitants that is ill. I've taken to closer observation during feeding times and it doesn't dart around as much as its counterparts but rather stay in the mid-low depths and eat what sinks by.
 
Also forgot to mention my parameters:
pH ~6.5
Ammonia 0
Nitrite 0
Nitrate 0
The temperature in the tank has always been ~27-28 degrees - rather warm.
Has had aquarium salt added yearly. 
 
Some searches say to increase temp + add salt for ich treatment, so it's perplexing if it's diagnosed as ich.

EDIT:Yes, perhaps it is too a fungal infection. Fortunately found pimafix online

Would I have to add it to the aquarium (unfortunately no quarantine tank), or can I simply bathe the tetra in it for a period of time and put it back in? Will it have any detrimental effects on the other fish if added to aquarium?

And you don't need to add aquarium salt, unless it's for medication; freshwater tanks don't need it.
 
Simply dose the tank.  It's a natural anti-fungal, derived from the oil of a plant (pimenta racemosa, aka West Indian Bay Tree) and will not hurt your other fish.
 
I doubt it would do much if you only briefly bathe the fish.
 
Australia. Was dosed before for the livebearers before they were moved elsewhere.
